The big Hollywood studio pay a lot of money to various cyber security companies to look for pirated content and send cease and desit letters to hosting companies for letting their users distribute copyrighted content. If authors and artists were to join a data union they could do the same thing as studios. If copyrighted law has any real teeth then the data union can send legal requests to whoever is hosting the content and requesting it to be taken down. I'm not a lawyer but I know the studios definitely do this.
