Reducing tier1 targets for windows is a welcome change tbh. Too many variants (-gnu, -msvc, -gnullvm) which can get annoying... It's enough that MacOS runners on GH have also been exhibiting sporadic failures (one time I counted around 7-8 retries).
Re threadlocal; clippy will now suggest a const initializer if miri can show it can be constantly evaluated. It's not much but it's useful.
