I don’t believe it’s possible or reasonable for Congress to make all laws and regulations for every part of our society. I think the only thing at question should be the scope of delegation and there are arguments to be made about that. IMO this argument is an attempt by small government conservatives to dismantle most/all regulatory oversight and rule making knowing full well that congress cannot meaningfully substitute.
