NTSB cannot do that, it can only issue recommendations that could be acted on (or ignored) by the FAA. Maybe Boeing execs are sure their FAA buddies are not going to do anything drastic like that anytime soon? It’s not like Boeing the main US military supplier can be allowed to fail right?
