Perhaps the experienced folk are "difficult" and have "opinions" about the best way to write the new system which is somewhat at odds with what management think they they need. Difficult opinions may include "no, it doesn't need to be 'AI powered' or include a blockchain or be a combinatorial explosion of configurability". The inexperienced folk will be more "cool yeah let's do it". You can't blame them, it's how to become experienced.
