Euro NCAP is not a regulator. It tests the safety of cars and scores them in a way that‘s readable to potential buyers of cars. Since potential buyers of cars can’t themselves test the safety of cars (they have neither the expertise nor the resources) this is pretty much the only way that exists to independently test the safety of cars in markets.
