This seems like a poor rent-to-own deal.
If no electrical work is required, you're paying $31/month for 10 years, or $3720 for someone to plug a <$1000 charger into an outlet for you.
If you need a circuit installed, you're paying $38/month for 10 years, or $4560 and only if the charger is within 10 feet from the panel.
Based on some quick math just putting the installation on a credit card and applying this same monthly payment to it would have you paid off faster and for less money counting the interest.

I think u missed the unlimited electricity that comes with it.
