  The landing and take off tanks would have to be ballast tanks I suspect. Meaning at the bottom, center of the craft, where the moment arm is the most favorable. If Flight 3 explodes again, my completely armchair prediction is that stage 1 will get something similar, but to stop sloshing on boostback.
