That would appear to (attempt to -- it may not be enforceable) restrict the creation of translation layers. I don't understand how you could infer "bans using translation layers" from the above clause, and indeed the tweet they're referencing does not. AIUI Zluda is something like Wine, in that it's an API reimplementation. It would be weird to call running Wine reverse engineering, decompilation or disassembling -- it's effectively just linking.
