They could add a surcharge over a threshold amount rather than just charging everyone more, even people who conserve water. $1 / gallon for the first 100 gallons $2 / gallon for every gallon over 100 When they just make water more expensive, they are also punishing the people who conserve water. Really it sounds like just a tax grab.
