i think before 10, you limit their risk such as walking out by themselves because they are either too short for cars to see in some blind spots or not have developed enough awareness of the world yet. Other than that let them fall a few times and stuff in controlled manner and they get better at risk assessment. Otherwise they default to being risk adverse because you’ve been always telling them everything is risky
