That actually seems like a reasonable thing to do. Early-on going "assuming that we solve the technical issues with self-driving, can we make this into a product that works for us?" makes sense to me. After all, if they found that they couldn't come up with a good experience for it, then they could stop throwing all that effort into solving the hard technical problems.
