I've often wondered what prevents a state like Hawaii from enacting laws to limit the amount of land or homes that non-residents can have. Are there federal restrictions preventing this?

The government actively flirts with outside investment groups, especially for former agricultural land that is now costing them money to maintain. The government is obviously balancing on a tight rope with housing affordability. But they couldn't get away with a scheme to charge white people more.
