Slow is not dumb. Thinking "on your feet" is different from having a high IQ. I have known people who were at best average in intelligence, but in their area of competence, worked well under time pressure. Among other things, they make great first a responders! There are also high IQ types who need time to ponder. They work poorly under pressure.
