I'm always surprised by periodic stories from my county and local cities blowing huge IT budgets on their web sites due to design and implementation problems. The USA has something like 5,000 cities with over 5,000 people each, and over 3,000 counties. Surely a city or county can find a best-of-show example from all those possibilities that can be cheaply copied or licensed in order to avoid inevitable not-invented-here problems when they instead try to build things themselves?
