There has been some congressional interest (https://www.finance.senate.gov/chairmans-news/wyden-calls-for-action-to-get-rid-of-ghost-networks-releases-secret-shopper-study https://www.finance.senate.gov/chairmans-news/wyden-calls-fo...) but I think it would take a big class action lawsuit or something to "fix" this. Obviously the only actual fix is universal coverage though.
