I'm surprised Cloudflare hasn't tried to create a market for this yet. They could charge some sort of fee between the scrapers and the scrapees and create additional revenue streams for sites being scraped. Hell they could even give tools to sites that lets them manage who can scrape them and who can't. I'm not saying I like this, I'm just saying I'm surprised it hasn't happened yet.
