I went to school right in the middle of that map. It’s very selectively picked to get to 26%. The boundary includes a very small percentage of the city which happens to house a large sports stadiums, local and federal government buildings, a large hospital, and one of the largest universities in the country that is primarily a commuter school. Also the map seems to count some of the underground parking at GSU as taking up space above ground.
