The fact that they haven't makes me think they know exactly who did it, but the truth is far too inconvenient for them to pursue it because they would need to basically open a criminal case against the perpetrators. How many countries have the capability and interest in attacking a NATO country's (Germany's) infrastructure, within EU waters, that no one would be willing to open a criminal case against?
