The argument is, an event (in this case, someone creates a simulation of an universe) happens observably at least once. That means its probability is >0. Now apply the law of large numbers (https://en.wikipedia.org/wiki/Law_of_large_numbers https://en.wikipedia.org/wiki/Law_of_large_numbers).
Not judging, but that's the mathematical standpoint to my understanding.
