I think the broadest definition of the role of government is to regulate. With that in mind, it would mean that the government (and its agencies) would be intentionally failing to regulate well so that there is a perceived continued need to regulate? As asinine as that sentence sounds, it actually seems to be exactly the state we're in right now. We have tons of government and tons of regulation, and yet we still see corruption and criminality everywhere, and people begging for more regulation to undermine it.
