I see people go into self-checkouts with a cart full of products and I bet it takes them 10-15min to go through it all. A lot of people can't figure out what to do if the barcode doesn't scan too.
That's why I wish use of self-checkouts required you to pass a test before you could use them unless maybe later at night when not busy. I'd even pay a small nominal fee (around $5) to be able to take the test. They could just not charge people if they didn't pass too that way it didn't cause customer service issues. The test could have you looking up products by PLU, typing in the barcode number when it won't scan, and looking up products by name. This would all have to be completed within a set amount of time. If you pass, you get something to scan or type in that would let you use the self-checkout.
