I've heard this stated in a simpler form: that every institution eventually evolves to serve and protect its own interests first and foremost. My dad always used the term "petty fiefdoms". I like to think it was the awful "Type II" people who insisted that "wasn't a thing", but it was probably the innocence and naiveté of the Type I's.
