I grew up in that retirement community and there's always been an expectation that people should "just know" it's not an ideal environment to raise youngsters. Traditionally you're supposed to be over 65 years old and already have money before you even set foot. I guess that's not obvious enough this far into the 21st century, so whether it stands or not this really sends a message when there is any momentum at all to basically criminalize being a young teenager.
