That’s wrong. You don’t have to be a member of a club to consume legally. Consumption has always been legal. Ownership was banned and is now legal for up to 50 grams.

To consume you have to own, so consumption was not legal. Ownership is now legal for 25 grams if they are from your own plants or from the plants of another member of the club you are registered with.
