I've seen this sort of PR bullying happening before, it sucks. Also heard from colleagues. It sucks even more when it's your manager that is suggesting you to analyze risks forever, or adding more process so you ship less. I bet this is happening quite often in the latest layoff cycle. I take it as a life goal to not ever let this happen where I work.
