Well, there are some people cough who think that "fighting money laundering" is not a plus, and that the process of fighting fraud (NOT hacking, but "oops my credit card got stolen) shouldn't be at the API level. Granted, the United States won't look fondly on a protocol they can't have total control and insight into, so a launder-friendly protocol ala bitcoin isn't going to get the endorsement of Wells Fargo.
