Even editor like photoimpact which appears about 20 years ago works almost the same way about the draw layer. You just draw anywhere on the whole canvas, that's it. And if you want something that has specific size and resizable and can be placed out of canvas. Use object instead. Why would gimp even resist to make draw layer that have specific size at first place?
