Not a fan of "this" comments but, very much this. The way layer boundaries work in Gimp is tremendously confusing and annoying. Perhaps the existing code makes it difficult, and I get the impression the devs have been stuck dealing with other tech debt for a long time. But this should really be high on the list of things to address.
