I never saw any app or website that would have a that low percentage of IE usage. Anyway, if you have been working with html&css for more than 1 or 2 years it should not be hard to at least degrade gracefully on ie8+. Personally I don't even think it is a choice, ie is still 30% of world average, supporting it is a must.
