Why would you create a PR if you didn't want it reviewed and merged? I'm not sure you understand GitHub. Projects don't want open PRs cluttering their queue.

Why would you create a PR if you didn't want it reviewed and merged? I'm not sure you understand GitHub. Projects don't want open PRs cluttering their queue. A year is quite a long time but I imagine it's just a standard they've had to add due to previous problems.
