They have their own governments, police forces, etc. C) they probably secured some sort of outside investments, these native american reservations are by no means unsophisticated. Other reservations have been able to bring in revenue by using their autonomy to establish casinos and resorts on their lands, even in states where that would be illegal outside of the reservations (because the reservation's autonomy means that they aren't necessarily bound by the laws of whatever state they are in).
