At times it's been used like a sort of anti-corruption tool where criticism of local officials in particular or issues isn't being suppressed at all, there is an awareness that letting complaints through is an important signal. In many ways it's even necessary because the political system is so byzantine that online venting is really the best feedback loop there is.
