I don't see tunnels as a way to ban cyclists from the street. I think of it as a safer alternative for the cyclist. Dryer too and less windy. As much as I'd like for drivers to be alert, they just aren't. Yeah, I'm no city or urban planner - I can't solve every problem. It was a thought and I think there's some merit to it.
