- aebtebeten 3y agoSo I found this on Quora, with no clear source, but at least the Stalin-era figures match what I've seen elsewhere. The big takeaway for me is that (assuming the graphic is accurate) Gorby is owed thanks for more than the Wall: he became GenSec in 1985 with an incarceration rate around 720 per 100'000, and by the time of the 1989 elections, that rate had descended to a rate around 420 per.
