Aerial footage shows a small central business district with a few newish skyscrapers, surrounded by endless neighborhoods of grim Soviet-era tenements Many capital cities in the world, especially in Europe, relegate 'newish skyscrapers' to non-inner-city areas: three examples being Moscow, Paris, and Rome. (And probably other capitals as well). Skyscrapers are not looked on with pride. As one lady said to me once "Our office is one of those ugly glass boxes. Yuk.". In many capitals, there is a building-height limit, of about 100 feet, otherwise national monuments get obscured. Central Paris.
