I wonder if the author noticed the same conflict in their piece as I did: > I sent emails to the Safeway, to the bank, and to a county official who is the liaison with the business district. I suggested that businesses get together and form some sort of neighborhood watch. I heard back quickly from Safeway and from the bank. It seems like the thing the author is placing the greatest level of hope in is exactly the part that was ineffective at prevention (which I can understand) and ineffective or unresponsive after the fact.
