It would matter to me that it is 100% Bash compatible, else I won't use another shell in addition to `zsh`.

It's not POSIX compliant. It's Bash compatible in many/most ways, but there are always exceptions. If you want a Bash-like experience in Windows, xonsh is a good fit.
