I don't think they're designed to project established corporations, but lawyers move faster than congress. So much like the Tax code, they've already figured out how to take advantage of the existing system. In fact, I would say the ultimate realization of that is the existence of patent-trolls. The patent-holder which exists solely for the purpose of possessing the patent rather than creating it, or utilizing it to make their own product.
