We've had a situation worldwide for decades where us forces only deploy if the economy agrees to allow them to evade local justice. Sure, there would be risks in not doing this but okinowans and others will testify to rampant abuse of this evasion of civil penalty. Or.. the woman who killed a British kid outside a us facility and was whisked back inside us borders before British legal process could apply.
