This assumes that higher education is front-loaded like it is today. But with more granular credentials, there's less reason for that. Also, it would still be perfectly possible for recognized experts to enumerate the knowledge and experience that they think everyone who seeks to become an expert in their field should gain, it would just be up to the student to decide whether to believe them or not.
