I think programmers and technical people are mare likely to think the rules are defined by whatever is written down in the rule book, as opposed to the rules being living practices of a group of people that are summarized in the rule book. I think the main problem is not agreeing on interpetatoons, which humans have dealt with forever, but the particular undemocratic processes on the main platforms we have today (corporate controlled generally).
