Only 5% of all android devices out there have ICS (http://developer.android.com/resources/dashboard/platform-versions.html http://developer.android.com/resources/dashboard/platform-ve...). Even if you are correct that ICS has no fluidity issues at all, that means 95% of android devices out there have these issues.
