I think one can be excellent at both design and front-end development. That's what web design is all about anyway. It's made of CSS and Javascript and Canvas animations, not just Photoshop mock-ups. Back-end development, however, is a full-time job. Not installing a CMS but making a new one. Doing two full-time jobs would require sacrifice of excellence or of one's private life. There are just too many things to learn in each activity.
