I honestly find this to be unforgivable it should have been obvious early on by how fast the virus spread that it was airborne and many people died because policy and guidelines were set up around a contact spread model. IMO I think it's better to run with worst case scenario early on and then relax guidelines once proven to be less transmissible than to pretend a deadly virus is not airborne when the spread obviously points towards it.
