Better = more efficient. People in aggregate don't have any preferences actually. They just want to get to their destination in the cheapest/most convenient way, which is mostly dictated by what has been designed to be that way. If you design everything around the car, then obviously choosing the car will be the most convenient; it's hardly a choice at that point. There is only one country that isn't completely drunk on cars that I know of - the Netherlands - and even then it's only barely so. The bar is on the floor.
