I help run a free conference for about 1,000 people (MinneBar: http://minnestar.org/minnebar/ http://minnestar.org/minnebar/) that is paid for by sponsorship (and volunteer time - the organization is a non-profit with a low budget). We have breakfast, lunch, and a happy hour, pay no speakers, usually get venues donated, have no paid staff, and it still costs $40/person!
