Actually if they could be categorized somehow, we could selectively filter and that would solve a ridiculous number of problems. Including the folks who complain because conversations they care about get flagged. They could simply be categorized instead of flagged. It certainly wouldn't need to be a perfect system to be a better one. I think that will have to happen with a new forum site, though. HN has worn paths in the carpet treading the same path so frequently.
