Seems like a "bug" of some sort in google translate. If you remove some context it works. "Utdanningsetaten" translates to "Education Agency". But I guess instead of "The Education Agency" it tries to translate it into context, which should be "The Norwegian Education Agency". However it seems confused about which country is being talked about so it just think it's Sweden maybe.
