You need _some_ system for accountability on goals and to cut down tasks to units that go through some workflow (specification, implementation, testing). That's all it can and should do. Beyond that it's only about motivated, capable people. You can't create culture with a methodology. You can bash all of them the sun if the org is just aping it and the culture is not there.
